The Singapore Entrepreneur Pass (EntrePass) is designed to attract global entrepreneurs with innovative business ideas. Its goal is to foster innovation, enhance value creation, and strengthen Singapore’s position as a vibrant start-up hub. Companies engaged in technology, product development, or innovative solutions stand a strong chance of qualifying for EntrePass.
How to Incorporate a Company with EntrePass in Singapore
Incorporation Process
- Apply for EntrePass visa with Singapore’s Ministry of Manpower (MOM) before incorporation.
- Receive Approval-In-Principle (AIP) Letter.
- After approval, you have 6 months to relocate and collect your pass.
- Incorporation is done only after EntrePass approval—paid-up capital must be injected into the company account as stated in the AIP letter.
Key Considerations
- Fulfil at least one applicant requirement (Entrepreneur, Innovator, or Investor).
- Draft and submit a strong business plan.
- Apply for EntrePass with MOM.
- Incorporate company upon EntrePass approval.
- Application can be filed whether or not you are residing in Singapore.
Entrepreneur
- Funding of USD 100,000 from a government-recognised VC or angel investor.
- Incubation at a recognised incubator/accelerator.
- Proven entrepreneurial track record (e.g., founded a tech company, raised funds, incubated globally, strong industry networks, or recognition from credible organisations).
Innovator
- Holds registered intellectual property (IP) providing competitive advantage.
- Collaboration with a credible Singapore research or higher learning institute.
- Exceptional expertise and achievements in a specialised field with international recognition.
Investor
- Strong track record of funding and scaling businesses.
- Experience in senior corporate leadership.
- Willingness to invest significantly in a Singapore business.
Documents Checklist for EntrePass and Related Applications
EntrePass Application
- Completed EntrePass application form
- Business plan (minimum 10 pages)
- Copy of passport particulars page
- Additional documents based on chosen innovation criteria
- Application must be sponsored by a Singapore-registered company (IMC can act as sponsor)
Company Registration in Singapore
- Proposed company name
- Registered address in Singapore
- Brief description of activities
- Particulars of directors and shareholders
- For residents: Copy of Singapore identity card
- For non-residents: Proof of overseas address, KYC details, passport copy
- For corporate shareholders: Certificate of Incorporation, Memorandum & Articles of Association
Dependent’s Pass (DP) Application
- Copy of passport
- Marriage certificate (for spouse)
- Birth certificate (for child)
- Latest educational certificate (if applicable)
- Custodial letter (for step-child)
- Adoption papers (for legally adopted child)

- MOM reviews and issues an In-Principle Approval (IPA) within ~60 working days.
