What Is Involved in Relocating Employees to Singapore?

Relocating an employee to Singapore is not a single approval. It is a sequence of obligations owed to three different authorities, plus a set of employment law duties that apply from the first day of work. The Ministry of Manpower governs the right to work, the Inland Revenue Authority of Singapore governs income reporting and exit clearance, and the Central Provident Fund Board governs levies. Each has its own trigger point and its own filing deadline.

Scope typically covers Employment Pass and S Pass applications, expatriate income tax filing, tax equalisation, social security coordination and assignment cost projections.
Global mobility services cover the end-to-end management of employees moving into or out of Singapore: work pass strategy and applications, employment structuring, payroll and CPF treatment, individual tax residency and filing, social security positioning, and relocation support for the employee and dependants.
The pass depends on role and salary. The Employment Pass suits professional, managerial and executive hires; the S Pass covers mid-skilled technical staff subject to quota and levy; the EntrePass applies to founders; and short assignments may use the Work Holiday Pass or Miscellaneous Work Pass.
In a secondment the employee stays on the home entity’s payroll and contract while working in Singapore, usually under a secondment agreement with cost recharge. In a local transfer the Singapore entity becomes the legal employer, issues a local contract, and takes on full employer obligations.
Secondments require a valid work pass sponsored by a Singapore-registered entity, a documented secondment agreement, correct treatment of the recharge for corporate tax and GST, individual tax reporting for the assignee, medical insurance where mandated, and assessment of permanent establishment risk for the home entity.
An individual is generally treated as tax resident when physically present or employed in Singapore for 183 days or more in a calendar year, with concessions for continuous multi-year assignments. Residency status determines whether progressive resident rates or flat non-resident rates apply.
CPF contributions are mandatory only for Singapore Citizens and Permanent Residents. Employees holding an Employment Pass or S Pass are excluded, so employers commonly provide alternative retirement or allowance arrangements. CPF liability begins if an assignee later obtains PR status.

Employers must hold a registered Singapore entity with an active CPF or MOM account, meet Fair Consideration Framework job advertising duties on MyCareersFuture where applicable, and satisfy the COMPASS points framework for Employment Pass applications, which scores salary, qualifications, and workforce diversity.
Frequent exposures include working without a valid pass, misdeclared job scope or salary, missed tax clearance on employee exit, unreported benefits in kind, incorrect CPF treatment after a PR conversion, and permanent establishment created by an assignee’s activity in Singapore.
